Current Year (FY 2024-25) CDBG Projects
Annually, the City of Cupertino receives Community Development Block Grant (CDBG) program entitlement funds from the United States Department of Housing and Urban Development (HUD).

Fiscal Year (FY) 2025-26 Notice of Funding Availability (NOFA) & Request for Proposals (RFP)
The City of Cupertino releases an annual NOFA and RFP to request proposals for eligible projects. Funds are used to serve low- and/or moderate-income households located within the City of Cupertino jurisdiction limits.
RFP Application Information & Deadlines: The 2025-26 NOFA/RFP application period is open. The deadline for applications will be February 4, 2025.
Santa Clara County Measure A- Affordable Housing Bond NOFA
The City’s NOFA/RFP is issued in conjunction with the County’s NOFA for the Measure A- Affordable Housing Bond. Measure A funding is available on a rolling basis for development capital funding, project based vouchers, and acquisition funding. Information and applications are available on the County’s website.

2023-2024 Consolidated Annual Performance & Evaluation Report (CAPER)
The CAPER is an annual document outlining the progress the jurisdiction has made in carrying out its strategic plan and its Annual Action Plan. The CAPER is an overview of major initiatives and highlights that were proposed and executed throughout the program year. The 2023-24 CAPER will be open for public comment from September 10 - September 24, 2024 and will go before to Housing Commission on September 26, 2024.

Substantial Amendment to the Program Year (PY) 2023 CDBG Annual Action Plan
The City of Cupertino is considering a substantial amendment to the PY 2023 CDBG Annual Action Plan in order to allocate CDBG funding to a capital project.
Fiscal Year (FY) 2023-24 Community Development Block Grant (CDBG) Annual Action Plan (AAP)
The City's Draft 2023-24 CDBG Annual Action Plan contains the City’s one-year plan to carry out housing and community development activities using federal funds. The 2023-24 AAP covers the fourth program year of the 2020-2025 Consolidated Plan, from July 1, 2023 to June 30, 2024. It reports on the status of needs and outcomes the City expects to achieve in during the year in relation to priorities identified in the 2020-2025 Consolidated Plan.
FY 2022-23 Annual Action Plan
The City's 2022-23 Annual Action Plan contains the City’s one-year plan to carry out housing and community development activities using federal funds. The 2022-23 Action Plan covers the covers the second of five program years of the Consolidated Plan, from July 1, 2022 to June 30, 2023, and reports on the status of needs and outcomes the City expects to achieve in during the year in relation to priorities identified in the 2020-2025 Consolidated Plan. The Public Comment period was open from April 1 - May 30, 2022. The FY 22-23 CDBG Annual Action Plan was approved by the Housing Commission on June 23, 2022.
2021 - 2022 Consolidated Annual Performance & Evaluation Report (CAPER)
The CAPER is an annual document outlining the progress the jurisdiction has made in carrying out its strategic plan and its Annual Action Plan. The CAPER is an overview of major initiatives and highlights that were proposed and executed throughout the program year. The 2021-22 CAPER was open for public comment from September 08 - September 26, 2022 and went to Housing Commission on September 22, 2022.
2020-2025 Consolidated Plan and FY 2020-21 Annual Action Plan
The Consolidated Plan outlines the City’s housing and community development needs and provides an action plan on how the City intends to use its federal funds to address those needs. The Consolidated Plan and Annual Action Plan are designed to correspond with adopted goals from the City’s General Plan Housing Element. Every five years, HUD requires that the entire Consolidated Plan be updated. The 2020-25 Consolidated Plan and FY 2020-21 Annual Action Plan was adopted by City Council on June 2, 2020.
Analysis of Impediments to Fair Housing Choice (AI)
The AI is a document that provides information on fair housing, identifies limitations to housing choice, and offers recommendations to minimize or eliminate any fair housing choice barriers that individuals and households face in their search for housing. It is intended to serve as a blueprint to guide future fair housing planning and resource allocation and is meant to provide meaningful information to policymakers, housing advocates, providers, and lenders in their efforts to build and support fair housing policies and practices.
Citizen Participation Plan
The Citizen Participation Plan outlines the public's participation in the City’s CDBG Program. This plan applies to citizens, nonprofit organizations, and other interested parties. The Citizen Participation Plan was adopted by City Council on June 2, 2020.
